Meeting Notice

Monday, June 29, 2020

The North Adams Conservation Commission will hold a public hearing pursuant to M.G.L. Chapter 131, Section 40, Wetlands Protection Act via teleconference at 6:00 p.m. on Monday, June 29, 2020.

Pursuant to Governor Baker’s March 12, 2020 Order Suspending Certain Provisions of the Open Meeting Law, G.L. c. 30A, §18, and the Governor’s March 15, 2020 Order imposing strict limitation on the number of people that may gather in one place, this meeting of the North Adams Conservation Commission will be conducted via remote participation to the greatest extent possible. Specific information and the general guidelines for remote participation by members of the public and/or parties with a right and/or requirement to attend this meeting can be found on the City of North Adams website, at http://www.northadams-ma.gov/index.php?nav_id=13. For this meeting, members of the public who wish to listen to the meeting may do so in the following manner: via teleconference at https://us02web.zoom.us/j/82216425436?pwd=TzdRbHZpRGMxOGJQVGQrTnhMZHVEZz09, see specific call instructions located at the end of the meeting notice. No in-person attendance of members of the public will be permitted, but every effort will be made to ensure that the public can adequately access the proceedings in real time, via technological means. In the event that we are unable to do so, despite best efforts, we will post on the City of North Adams website an audio recording, transcript, or other comprehensive record of proceedings as soon as possible after the meeting.

MINUTES

June 29, 2020


Call to order Vice Chairman Kawczak called the public meeting to order at 6:06 p.m. with the presence of a quorum.

Members present virtually Vice Chairman Andrew Kawczak, Jason Canales, Adam Galambos, and Elena Traister

Members absent Chairman Jason Moran and Tim Lescarbeau

Others present virtually Eric Kerns and Tammy Daniels

Vice Chairman Kawczak read the following statement regarding virtual meetings:

Pursuant to Governor Baker’s March 12, 2020 Order Suspending Certain Provisions of the Open Meeting Law, G.L. c. 30A, §18, and the Governor’s March 15, 2020 Order imposing strict limitations on the number of people that may gather in one place, this public hearing of the North Adams Conservation Commission is being conducted via remote participation. No in-person attendance of members of the public will be permitted, but the public can listen to this meeting while in progress by via teleconference at zoom.us. Members of the public attending this meeting virtually will be allowed to make comments if they wish to do so, during the portion of the hearing designated for public comment, by teleconference.

• File #241-0179 - A Request for Certificate of Compliance (Bridge/Hotel) submitted by White Engineering, Inc. on behalf of The Beyond Place, LLC for the completed projects located at 861, 895 and 915 State Road.

Vice Chairman Kawczak opened the meeting to Eric Kerns. Mr. Kerns explained that this is the full completion of the projects of the original bridge and hotel work and this file was inadvertently excluded from the agenda at the last meeting so this is the follow up to that meeting. The site visit was made by most members prior to the June 10 meeting.

Vice Chairman Kawczak requested questions or comments from the commission. There were no additional questions or comments. Everything was explained in detail at the last meeting.

Vice Chairman Kawczak requested a motion from the commission. Commissioner Traister made a motion to approve the Certificate of Compliance. Commissioner Canales seconded the motion. All in favor. Motion carried.

Approval of minutes Public meeting – June 10, 2020

Vice Chairman Kawczak requested a motion to accept the minutes of June 10, 2020. Commissioner Canales made a motion to accept. Commissioner Traister seconded the motion. All in favor. Motion carried.

Adjournment Meeting adjourned at 6:12 p.m.
